The Steering Committee is an evolving and scalable structure, composed of active Mayors or their legal political representatives. It is a committee that is representative and balanced at the global level, including members from all major regions of the world and observers from most relevant organizations.

This board helps the Chair and Vice-Chair cities to define the content and implement the Action Plan and other activities agreed on by the General Assembly.

The Steering Committee is elected every two years and has been last elected in November 2008 for the period 2009 - 2010.
