The members of the Global Cities Dialogue work closely together on specific areas according to their interest and political will, both at the city's and  the network's level, namely on the Action Plan agreed on every two years by the General Assembly. The Action Plan for 2009-2010 was adopted by the General Assembly during the annual General Assembly Meeting 2008 in Lyon, France. The GCD decided to set priority on:

  1. Fighting against Climate Change, including Green Development. The proposal came from the city of Cologne, who also proposed to lead this action during the next two years. This intention was stated through a video conference during the General Assembly Meeting.
  2. Mobile Green City and its Public Services. This theme was suggested by the city of Luxemburg. The municipality offered to share the experience and to lead an action on the item Mobile Green City. It was said that the challenge is not only a question to reduce energy consumption but also to understand how mobile technologies can impact on our daily life for optimising our behaviour and work towards the reduction of energy consumption.
  3. From Digital Divide to Digital Solidarity. This point was recommended by the municipality of Rufisque. It was highlighted the fact that it is now necessary to find new ways to set the pace and implement concrete actions fighting the digital divide.
Nevertheless, beyond this action plan, the GCD is a dynamic platform bringing cities together. Many other projects, which are not officially GCD projects, were started by partners which got to know each other within the Global Cities Dialogue (as members or as partner organisations). Such projects cover various fields and have direct positive impacts on the cities and their citizens.
