Monday, 21 February 2011

Morning: Arrival of the participants in Cologne. Check-in at the hotel. Walk to the city hall.

15:30 -16:00 [Meeting point for the ICT-Tour at the city hall.]
Welcome address by Vice Mayor Spizig at the city hall - "Hansa Saal"
16:00 - 18:30 "ICT made by Cologne": the objective of this visit is to offer a special overview of the multimedia landscape of the city of Cologne gearing up for becoming the ICT city in Germany. The visit will start from the city hall.
18:30 Transfer to the hotel.
19:30 Transfer/walk to the venue of the gala dinner
20:00 Gala Dinner at the "Rautenstrauch-Joest-Museum" (RJM).
Welcome address by Mayor Jürgen Roters.
The RJM is a museum newly launched in October 2010 that is focussing on the cultures of the world and providing an unusual exhibition concept.

Welcome of the guests in the meeting room incl. registration. Translation from German into English and vice versa will be provided the whole day.
9:00 - 9:30 - Welcome address by the city of Cologne -
Opening of the Spring Summit
by the Chairman of the Global Cities Dialogue, Mayor Paul Helminger.
9:30 - 10:30 Keynote speech: Commissioner Neelie Kroes, Vice President of the European Commission - Digital Agenda (Video message)
- incl. questions to Mr Constantijn van Oranje-Nassau, Member of Cabinet of Commissioner Kroes, European Commission
10:30 - 11:00 Official picture and coffee break
11:00 - 13:00 First Round Table of Mayors on how there are deploying their own digital agenda at the local level.

The first round table on "how mayors are deploying their own digital agenda at the local level" moderated by Mr Detlev Goetz, the city of Luxembourg, is composed of city and EU-representatives:
  • Mayor Paul Adam Dibouilou (Dolisie, Republic of Congo)
  • Vice Mayor Carlos Alarco (Miraflores, Peru)
  • Vice Mayor Angela Spizig (Cologne, Germany)
  • Mr. Eero Holstila on behalf of Helsinki (Finland)
  • Mr. David Fotue, citizen of Demdeng (Cameroon)
  • Mr. Constantijn van Oranje-Nassau (European Commission)
and supported by Mr. Ralf Seufert, a Cisco expert for "smart&connected cities" introducing the concept "Dialogue Cafe" as a possible instrument for user empowerment within a global digital agenda. Wrap up of the morning session. 
13:00 - 14:30 Lunch on the premises of the museum.
14:30 - 17:00

Second Round Table of Mayors: "Going ecolocal"

Part of the "GCD eBFC" initiative "going ecolocal" started during the Brussels Spring Summit 2010, the second round table is emphasising on German issues at the city and state level and moderated by Ms Elisabeth Slapio of Cologne Chamber of Commerce and Industry. The panelists are:

  • Vice Mayor Klaus-Peter Murawski (Stuttgart), introductory speech
  • Mayor Klaus Stallmeister (Hallbergmoos)
  • Vice Mayor Harald Schindel (Saarbrücken)
  • Vice Mayor Angela Spizig (Cologne)
  • CIO Christof Neumann (Augsburg)
  • Prof. Dr. Manfred Mayer (Free State of Bavaria)

A good practice will be shared by Mr Hans Tijl, the city of Amsterdam, called "Smart Work Centre" showing that cities are at the core of the green growth agenda. Wrap up GCD eBFC.
