All cities wishing to contribute to the growth of an equal and sustainable Information Society are welcomed to join the Global Cities Dialogue. The most important aspect for GCD is the personal commitment of the Mayors or High Political Representatives and their will to actively cooperate with the other members.

Each member city has to appoint a delegate, also known as “sherpa”, entrusted with the task of representing the city and its position at the working level of GCD. The sherpas of the Steering Committee meet on a regular basis in order to work out common actions and to prepare the meetings of the High Political Representatives. Nevertheless, other sherpas are welcome to join these meetings on specific purpose.

To strengthen the network at the global level, active cities outside Europe can be nominated as official “Vice-Chair Cities of the Global Cities Dialogue” for their regions or respective continent. In this purpose each region with a Vice-Chair City should organize at least one GCD-event per year in order to promote the philosophy of the network and to give the GCD-members the opportunity to meet at the regional level. Applications for this position have to be sent to the GCD-presidency.

Membership in the Global Cities Dialogue is free of charge but nevertheless, at the proposal of the Steering Committee, the GCD-cities may contribute for covering some operational costs. Subscriptions are to be paid to the Treasurer once a year, latest at the end of the first six months of the year in question. The subscription is voluntary and a new "active" category has been created for members paying this subscription, which goes up to 200 euros for members who are not able to pay any higher contribution, and from 500 euros upwards for the other members.
