After having launched the Digital Agenda of the European Commission on 19 May 2010 and on the occasion of the GCD-Spring Summit 2010 held at Cisco Belgium, Commissioner Neelie Kroes addressed for the first time high political representatives of local authorities who are the members of the GCD-Steering Committee and underlined that cities have "both the critical mass and the local engagement that are so important in getting pilot projects running, (..), cities are test beds of a new interconnected Europe and this is where Europe start to deliver real value for its citizens".
